France Electronic Invoicing Reform: Latest Updates from DGFIP

At the FNFE plenary meeting in Paris on May 31, 2024, the Direction Générale des Finances Publiques (DGFIP) shared crucial updates on the legal framework for e-invoicing reform. This article summarizes the key points to keep you informed of the latest developments and next steps.

Legal Framework:

  • The 2024 Finance Law has set a new timetable for the implementation of the reform.
  • Decree no. 2024-266, amending the decree of October 7, 2022, was published on March 25, 2024. Key changes include shifting of dates, SecNumCloud, registrations, audits, and more.

Co-construction workshops

  • 11 weekly workshops were held with representatives from FNFE, publishers, and chartered accountants.
  • Nine workshops focused on EXTERNAL SPECs to identify, prioritize, and produce the modifications required for the PPF go-live.
  • The publication of external specifications and Swaggers is scheduled for June 19.
  • 21 topics were addressed and resolved, resulting in 112 business rule modifications.

Main changes

The harmonization of business rules led to seven key modifications:

  1. Simplification of directory flows.
  2. Historization of the directory.
  3. Introduction of a unique "readable" format per invoice.
  4. Rounding tolerance.
  5. Reinforcement of statuses for better follow-up.
  6. Overhaul of subcontracting management.
  7. Overhaul of lifecycle management.
