Navigating the Path to Full Registration: Your Guide to the "Levée des Réserves"

As your partner in the French e-invoicing mandate journey, we at Basware are committed to keeping you informed every step of the way. A critical phase is now upon us: the "Levée des Réserves" (lifting of the reserves) for registered Plateforme Agréée (PAs).
This process, managed by the AIFE, is how we demonstrate our platform's full compliance and operational readiness. Successful completion is mandatory to transition from a provisional to a fully operational status.
Based on the latest official guidance, here are the key steps and timelines your platform, Basware, is now undertaking.
1. The 3-month countdown is on
The clock starts ticking once the AIFE opens our qualification environment. From that date, we have a strict three-month deadline to successfully complete all required tests.
What happens if the deadline is missed? The registration could be withdrawn, requiring a completely new application. The AIFE may grant an extension only in exceptional circumstances.
Our approach: We are starting our test execution immediately to ensure we have ample time for validation and any necessary adjustments.
2. Ensuring robust connections: EDI and API
A foundational requirement is maintaining active and secure connections to the Portail Public de Facturation (PPF).
Four active connections: We have ensured that Basware is connected via both EDI and API to both the qualification and production environments.
Secure certificates: For the EDI connections, we use dedicated, compliant certificates (RGS* or eIDAS QWAC) for each environment, with a validity exceeding six months.
3. The core of the process: functional testing
This is the main phase where we prove our capabilities. The AIFE has provided detailed test scenarios and success criteria.
Comprehensive testing: We are executing a full suite of tests covering directory updates, e-invoicing, status transmission, and e-reporting.
The "Matelas de Données" (data pool): A crucial first step is generating a new, dedicated data pool from the qualification environment. This unique set of test data is mandatory for all official tests. We are using it exclusively for our qualifying tests to avoid any conflicts.
Strict naming conventions: We are adhering to precise file and flux naming rules, such as using the correct interface codes (e.g., FFE0111A for UBL e-invoicing) and the required XML profile names (Base or Full).
4. Preparing for a connected ecosystem: interoperability
A key goal of the reform is seamless exchange between all PAs. The "Levée des Réserves" also addresses this.
The goal: Before the reform goes live, every registered platform must be able to interoperate with all others.
The methods: This can be achieved either through the PEPPOL network or via point-to-point interfaces.
Our path: Basware is actively pursuing its connection to the PEPPOL network to offer the most efficient and widespread interoperability. For the purposes of our current tests with the AIFE, we can perform interoperability validation through point-to-point connections.
What this means for you, our customer
Your confidence in our compliance is our top priority. This "Levée des Réserves" is a rigorous, behind-the-scenes technical validation process that Basware is undergoing to ensure we are fully prepared for September 2026.
You do not need to take any action during this specific platform qualification phase. This process is a positive step, confirming the strength and reliability of the ecosystem.
